INTERNATIONAL INFORMATION TECHNOLOGY CONSULTING

·        Currently engaged as the Information Technology Specialist on a World Bank/First Initiative project to assist the
government of Ukraine in the design and implementation of a computer system for the Non-Banking Financial Insititution
Regulator (NBFIR).  This was a new organization established in 2003.  Mr. Tomar has been instrumental in all the analysis
and planning for the computerization of this organization.

·        Currently engaged as the Information Technology Specialist on an Agency for International Development (AID)
contract to modernize and reform the pension fund for the Government of Ukraine.  This project has involved evaluating the
information technology resources of the Pension Fund of Ukraine and assisting them in the modernization of their computer
operations.  Mr. Tomar’s recommendations have lead to many improvements in the information processing operations of the
pension fund.  

This project has also involved the design and implementation of several technological innovations in the collection and
processing of employer reporting.  The project has included the implementation and testing of optical scanning of documents.  
The project involved the evaluation of several methods for improving data collection including the combining of tax information
and health and safety data.
    
·        Mr. Tomar was engaged as the Information Technology Specialist on an Agency for International Development (AID)
contract to assist the State Tax Inspectorate of the Government of Lithuania.  This project involved assisting in a
comprehensive IT strategy for the merger of the data collection efforts of the State Tax Inspectorate (STI) and the State
Social Insurance Fund Board (SoDra).  In addition, the project involved the development of electronic methods of collecting
tax data from enterprises and individuals.
    
·        Mr. Tomar was engaged as the Information Technology Specialist on an Agency for International Development (AID)
contract to modernize and reform the social insurance system for the Government of Mongolia.  This was a high visibility
project, which involved revising and modernizing the computer infrastructure for the Social Security Administration and
rewriting their software.  This project lasted three years and required several trips to Mongolia.

    This project involved the redesigning and rewriting of the pension software to accommodate the introduction of personified
record keeping.  In addition, the project involved training the pension staff in several areas including Windows NT
networking, FoxPro and ACCESS programming, and Internet connectivity issues.
    
·        Completed a project as the Information Technology Specialist on an Asian Development Bank (ADB) project to assist
the Government of Thailand to modernize and improve their Internet capabilities for the purposes of delivery of social
services.  Mr. Tomar provided technical computer assistance in software and Internet/Website development.  Mr. Tomar
taught the staff HTML programming and Internet connectivity.

·        Developed a large project monitoring and tracking system for the Agency for International Development, Bureau for
Eastern Europe and former Soviet Union.  In this capacity Mr. Tomar was the lead technical developer.  This project has
involved developing an E-Mail messaging front-end tied in to a FoxPro for Windows data management module.  The system
runs on the Banyan Vines network and the data is transmitted from Eastern Europe to the U.S.  Mr. Tomar has traveled
extensively to Eastern Europe and Russia for this project.

TERRAPIN INFORMATION SERVICES, CORP.  ( 1982-Present)

Mr. Tomar is the President of Terrapin Information Services Corp.  (formerly Terrapin Systems,  Inc.) of Wheaton, MD, a
successful computer consulting firm which specializes in systems design, networking and software development.  Since 1982,
Terrapin Information Services Corp. served over 1000 clients.  Currently the company employs five full-time staff.   The
company specializes in the implementation of Windows based networks and the development of software to run under
Windows and support the organization.

Mr. Tomar has been involved at the technical level on all projects.    He has been engaged in a wide variety of projects both
domestically and internationally.

A small sampling of some of these projects are discussed below:

CONSULTING AND SYSTEMS WORK
    
·        Developed and implemented a case tracking system for The Federal Mine Safety Health Review Commission.  This
project involved the writing of several software programs in FoxPro for Windows, which enabled the organization to track the
progress of their case from inception through the appeals process.  The organization has three locations in the US and Mr.
Tomar developed and implemented a data replication scheme, which allows the data to be shared by these locations.  
    
    
·        Assisted the Entomological Society of America in selecting an association management system to replace their current
system.  This project involved the evaluation and selection of a suitable software vendor as well as the re-design of their
current computer network to accommodate the new software.

·        Developed and implemented an ACCESS system for the Health Volunteers Overseas organization to track the
assignment of medical volunteers in several countries worldwide.

·        Developed a radiological film tracking system for the film library at NIH Clinical Center.  This software system managed
over 130,000 films stored at NIH and provided quick retrieval of films.  Through this entree, Terrapin Information Services  
was given the contract to manage and maintain the computer network for the Radiology Department.  In this capacity we
expanded the network to include access to the Internet and linkage to the campus wide network.  

    
·        Developed several large software systems for the RTC for performing due diligence analysis for failed savings and loans
institutions.  This project required the coordination of several programmers on very tight project deadlines.  All work was
performed on time and within budget.

·        Developed several multi﷓user computerized database systems on Novell and Windows networks for small and medium
sized businesses.  These systems have been written primarily in dBase, FoxPro, Access and Paradox software.

·        Installed Windows2000, Windows NT, Windows 95& 98, and Novell networks at a number of client sites.  These
installations have included design and implementation including cabling, hardware and software installation and user training.

·        Assisted an international labor union in the evaluation and selection of a new accounting system to replace the current
system.

·        Assisted the Children’s Defense Fund, a large non-profit organization in the selection of a comprehensive, centralized
information system to manage and maintain a database for fund-raising, client contact, accounting, fulfillment, legislative
tracking and meeting planning.  This contract involved interviewing the staff, developing a functional requirements document
and leading the organization through a selection process for a comprehensive software product.


·        Assisted a large International union with the selection of a payroll/human resources software package for their internal
use.  This project has involved locating potential vendors and evaluating their software packages for its suitability in the clients
operation.

TRAINING

Developed and taught more than 800 computer courses for public and private sector clients, including the University of
Maryland, Montgomery College, Red Cross National Headquarters, Office of Personnel Management, World Bank, Bureau
of the Census, Dept. of Labor, IBM Corp. and the U.S. 1st Army.  Courses include all levels of software and systems
training including: ﷓﷓ Systems Analysis and design, dBase III, FoxBASE, FoxPro, Windows, WordPerfect, Lotus 1﷓2﷓3,
Quattro, Rbase 4000, 5000, System V, Multiplan, Novell Netware, Supercalc, MS﷓DOS, Framework, Harvard Graphics,
SAS for microcomputer, Symphony, Enable, and Symposium on Expert Systems/Artificial Intelligence.  Mr. Tomar has
taught many conventional courses including Fortran, Basic, Cobol and "C" Programming courses.

As a Senior Systems Analyst in the firm's Data Processing Division Mr. Tomar took the lead technical/management role in
data processing components of the firm's projects.  He was responsible for coordinating and planning systems analysis and
development for the HCFA contracts. Work included projections analyses of health care costs using regression, simulation
analysis, and other techniques to assess impact of various funding scenarios.
